My guess is that you have the small vac line for the relay cans at all three tied together....to simplify it...the wiper relay can and headlight relay cans are tied together at the small actuator hose. These require vacuum for the doors to stay shut....dropping vacuum at the can allows the plunger to induce vacuum.....
This should be easy to find if you are patient......there are three going into the firewall.....one supply and one for the wiper door relay and one for the pair of headlight relays.......you are crossed up under the dash or at the headlight switch......

Check the small (control side) hose routing as J suggests.
Remember to check the hose connections on the 4 parts of the system that are behind the dash.
Noting the color of the hose stripe makes it a bit easier to verify the correct routing.
