Is this shock mount bracket bad?
The machined surface of the shock mount bracket is rusty
and after wire wheeling it shows some deep pits. Does this
matter or is a new one in order?

There should be good splines on the end of that portion of the lower shock bolt...and I WANT to have GOOD splines so when I install this lower shock bolt...I do not want to have it EASILY go IN and flush against the bearing support housing where the lower shock bolts goes into.
Those splines AID greatly in keeping the position of that bolt when installed. I replace more of those than you can imagine and for me...it is worth it every time due to I do not need a customer to have a problem.
And thinking that the flat sided portion of this bolt is going to be the guiding force that prevents it from possibly rotating....I would think twice about that idea.
But use what you have and do what you wish.
