It's possible, but there should be no power going to it when the key is off. But, if it has some kind of internal failure, it could cause power bus to turn something on. You need someone with good diagnostic skills and equipment for that one, unless you just want to swap it out.
On the other hand, you need to be certain that some other switch/device isn't sending power to the ECM in error. Find the source of the power before you make any decisions to swap parts out.
