Go 406.....don't look back.
I run a flat tappet 10.5:1 406 with Dart heads.......it is much more powerful than any 383 I have ever driven. The heads love the big bore and the torque is flat as Kansas......
Mine makes about 500 horsepower......which is plenty.....
Do not worry about 2 or 4 bolt block strength at this level.....I do not have to rev more than 6000 to do the job.

I built mine carb to pan for $5000.

A friend of mine was having some issues with the tune on his 406 in a 79 Vette a month or so ago, so I helped him out and went for a few spins in his car. I'll skip the problems, I fixed them.

The engine is a stock 2 bolt block and cast crank with 350 5.7 rods, dished pistons topped with a pair of 186 heads with 2.02" valves. The compression was 9 to 1 with a fairly lumpy hydraulic flat tappet cam that he couldn't remember the specs on. From the sound and powerband, I would guess somewhere in the 230's range at 0.050". It had a Quadrajet on a matching Performer RPM manifold and 1 5/8" headers.

It was the definition of a low budget build. It ran pretty good, revved OK, pulled better than a similarly built 350 would have. It is definitely at the other end of the spectrum from my 406, but it was way more powerful than the original 350 would have been and he was happy with it.

I'm considering doing the same in my free time (ha!) this winter. The only problem is that a complete 350 short block from GM costs the same as a Dart SHP 406 bare block. No comparison once built, I know, but having never built an engine before, I'd feel pretty bad dropping $5-$6K on it only to screw up the bottom end.

None. The limiter will be your bank account. I just put $12k into a 496. That's a standard 9.8 deck BB, no raised port heads so everything still fit. Add a tall deck block, heads to make it really breathe well, custom headers to fit the wider taller ports. And have fun!!

The update is that financially this engine build will probably have to wait a few more months. Still keeping my eye on craigslist for good deals. But basically I decided I'll be getting a Dart block and building a 406 or 421. Mostly because I already have a fairly hot 350, and it would suck to dump thousands into building a 383 and then decide it wasn't as much power as I wanted.

That sounds like about where I am. I missed out on a bone-stock L82 takeoff (it still had the smog pump working) for $300- when the owner changed his mind, but that would have been turned into a 383. I've passed up a 2-bolt 400 block from the '70s. I'll just build what I want from a new Dart 406 casting, and forgo the rebuilding, which around here is likely to cost as much as the Dart block anyway.
