Wrong Head Gasket?
See if you can find the part number of the head gasket used. Older Big blocks used series flow cooling. Newer big blocks use parallel flow. If they used a newer parallel flow gasket and did not drill the parallel flow ports there could be insufficient coolant flow through the rear of the block to the heads. The newer parallel flow gaskets have a smaller opening at the rear... I have seen this happen on a friends BBC. But as others stated I would rule out everything else before tearing into the block. All shops keep records of their receipts or even check with the parts store they deal with. They can tell you what gaskets sold on a certain date if they are willing to be helpful.
