Default 1978 Wiper Power Source

While buttoning up my dash after my TBI install, I took a minute to check into my non-functional intermittent wipers. Quickly discovered I was not getting any power to the module thru the brown wire. Couldn't find an inline fuse connection anywhere, until I spotted a taped up line jammed up in the bundle of wires. Definitely the power wire for the module, has half of the inline fuse connector and continuity to the harness connector in the center console.

Does anyone have details on how this connected originally into the fuse panel? From the electrical diagram book I have, it appears there is a connector that somehow attaches into the panel. Does it clip into the hot side of the "Wiper" fuse?

Any help would be much appreciated!

Here is a pic of the half-connector i found butchered under the dash. Orange wire is twisted around the one end of the connector, probably intended to bypass the fuse.
