Default flasher relay ohms

Is the 4way relay tied into the turn signals at all?

My flasher relay(grey one above drivers feet?) is showing only 25ohms(isn't it supposed to be between 70-125?)and it is hotter than a pistol. Flasher lights stay lit, no blinky.

Replaced the turn signal flasher(passenger side 'lil light blue 2-pronger) but no flashy...nothing, no turn lights illuminate on dash what so ever and the headlight dimmer does nothing. That lever seems real sloppy and I can see small plastic chip away where lever connects in column....time for new switch? Would be nice if I could at least see a turn light come on...ever if it didn't blink.

A turn signal flasher generally has around 50-55 ohms resistance. You didn't say what year the car was...
