What year is the car?

Okay... it sounds to me as if the liner in the fuel tank is hitting the float arm on the sending unit. It's a common issue with the 1978-1982 tanks. What happens is the bladder develops a crack in it, then gas gets behind it and causes interference with the float lever.
About the only way to check this is to either remove the sender and check or to just go head and pull the tank.
