In addition to Mike's information it looks like the top 'nipple' has been broken off the switch... I don't know if that's causing you problems or not.

Yep. Emissions related parts. A lot of people remove all emission related parts if they can get away with it. I think I have a working TVS from my '77 in the attic. It's yours if you want it. But you may just want to convert away from the emissions stuff. LMK
They aren't cheap... don't lose them for those that take off the smog equipt. and ever want to bring it back. They run $40-$50 on eBay.
Also, what's up with the hose that comes off the tee close to the TVS switch that has a flat head screw in it (that's what it looks like in the pic)? Is it the one where the nipple is broken off that it should go on? Depends on the year/setup on how your routing should be, so you'll want to check a vacuum hose diagram out too if you're having issues.
Here is a diagram of the hoses for the system if you need it. Also, you didn't say what year the car was and you might think about adding that to your "about me" page so that if you don't people can click on it and figure it out. I'm guessing (from the chevy orange paint) that's it's an early 77 or older.
