Rewired entire car about a year ago. Starter went out this fall, parked car.
Today, replaced starter, hooked up battery and started the car.
Touching the steering wheel, horn blows
Turn signal left, horn blows
Turn signal right, horn blows
Removed horn button and horn contact and 3 screws
Retested all above... horn still blows.
Just starting to review schematic, but tend to believe it would be in column wiring?
Ignition switch has been replaced within the last year as well as horn relay last spring. Best way to isolate circuits or ideas?

So, was everything fine after the rewiring, and before the starter replacement? Do you still have the old starter? Silly as it may sound, could you try switching back to the old starter and see if the problem goes away?
Thanks for the advice. Don’t believe I mentioned, but my Vette is a ‘68 and unless I’m wrong, the ‘68 didn’t come with the insulator... now the question would be - was the insulator added to later models because of said problem??
And... would it fit my ‘68? I’m going to check but believe I may have another switch to confirm, rule out if it’s the issue.

So, I have the old turn signal switch and harness, and plugged it in... Voila! Everything worked as it should. Reason I switched out was the cam was broken. Am going to pull the steering column hub to see why it’s grounding out. If it can’t be fixed, will call Wilcox. I appreciate vendors jumping in and helping!!

I do not take the time to check any longer IF the year is not in the post..only because I have done that in the past and then get in trouble due to they are dealing with another year model car and did not update the information.
