The guy that owned my 71 before me painted the whole car black - over the chrome edges of the side louvers. I'm planning on repainting the whole car anyway, but where can I find new louvers? Or how can I get the paint off so that I can see the chrome edges again???
Louvers are probably available from the 'vette suppliers, but you might be able to clean the edges of yours with a single edged razor blade. You'd have to be very careful not to cut through the chrome. Some fine steel wool might work also, but it might take a bunch of scrubbing.
I would strip them down. The inside is supposed to be a silver/grey flat like finish. If the inside is painted black also, I would strip them down (lacquer thinner) and see what I had - then go from there.

Also, how about the vents on the rear behind the conv deck lid? Right now they are body color. should they be chrome?
The side fender grilles for 70 and early 71 (between s/n 1447 and 3600) show chrome on the horizontal surfaces only. In 71 (between s/n 1447 and 1600) through 72 grilles had chrome on both horizontal and vertical surfaces.
The rear deck vent grilles are body color.
