I believe the wiper door shouldn't be able to hit the wiper bay grill if the door is raising enough as it moves forward.
Adjusting the long nut between the rod on the actuator and the rod on the wiper door mechanism determines how far the door opens.

These are the arms that the door attach to.
There's no height adjustment in the arms.
Is the door hitting all the way across or just in some areas?
Is the wiper grill attached and fitting properly?
From what I can tell the door is only making contact at the edges. It looks like the door should be closer to the windshield, but that would also mean the grill would have to scootch up to even the gaps. From my pics I think the door does not lift as high and come quite a bit down: 2/3 over the grill as opposed to your 1/3

When the wiper door is fully open the linkage depresses the button on the Wiper Door Safety Interlock Switch which completes the electrical circuit to the wiper motor so the wipers begin to sweep.
There is some adjustment on the plunger that depresses the button on the switch but that shouldn't be used to determine how far the door opens.
I think your problem begins with how far forward the door appears to be in the closed position.
I still think I'd begin by looking at the wiper door actuator and the adjustment nut that is it's connection to the wiper door linkage.

Has this car had a front clip or fenders put on it at some time in the past?
Why did Chevrolet paint the wiper door and upper fender stainless moldings? Anyone have pics of these unpainted/polished on a car?
I heard once that the stainless polished moldings, due to the sun reflection off of them, were a danger; but who knows for sure. Might post this as a new post rather than continue with this old one, might get more responses.
