2ndly...i can hold onto the single hose side with one hand and the double hose side with my other hand and turn it so easily that i can almost spin it...this dosnt seam normal for a part that controls a vacumm...is it?
3rdly...i can block off any 2 holes and blow or suck thru the 3rd hole...is this normal?

Not sure, but I believe that's the check valve. It's supposed to allow vacuum in one direction only. You should also have a plastic filter. I think my engine pic will show you what I'm talking about. You can see that the filer goes on the hose right after it comes out of the manifold and then another hose connects the check valve.

This check valve is for the vacuum system. The part you have taped off connects to the intake manifold. You should be able to hold a vacuum by applying it to the side with the 2 ports on it, to BOTH of the ports, if not, it is bad. I have never seen one where you can "spin' the 2 pieces so I am assuming that yours is bad. New check valves are available from Ecklers & they call it a Vacuum Reserve Check Valve, Part #A2757 for #14.95 each. The "filter" vettefixer is refering to is Part #A2758 ( Ecklers says to call them for a price) & is called a "Aiir Check Valve Filter(white)" in the Ecklers catalog.

Your headlight doors would NOT go up or down without the car running and your heat, defrost & a/c outlets will be SLOW to react to changes and , under full throttle, sometimes will fade from one setting to another when the vacuum falls off.

The plastic part is a filter and is used on 68-82s. Doc Rebuild has the filter for $5 (part no. 2771112) and the check valve goes for $17.75 (part no. 2771113). A faulty check valve could cause your head lamps or wiper door to pop open when the engine is shut off.
