Yes. it's designed to "float" on the bottom of the pan. Some of the early 400's had a sleeve that went over the bolt after it passed thru the filter. Later they just used a shouldered bolt. That picture is correct.
Aftermarket companies, such as B&M, make a kit which adapts what I believe was a Chrysler filter with a steel spring that placed tension on the filter when the pan is installed

Good choice on the Trans-Go. I've used a bunch of them on rebuilds I've done. I usually set them up for severe service, Police/Taxi, and never had a problem. Nice firm shifts under light throttle and will still hit pretty hard under heavy throttle.

We did the same.
We also made one last year, the owner of that 69 was very happy with the outcome also.
It's a good and cheap way, of getting a nice transmission upgrade.
I have to install a TH400-1&2 kit too behind a 383. Do you mind sharing how you set them up in terms on hole diameters and springs?

Regardless if the engine is in or out, then I would make 3 "studs" as guide for the gaskets and plate. Please see my picture above.
We took the "middel" road, according to the manuel, that means remove 1 ball, and drill a hole, if think it is 2.4mm (please check your self) and the orange spring.
Remember to when you reinstall, then the bolts for valve body, the small bolts are 13nm and the big boltes are 17nm (please confirm yourself)
Also install a olie drain plug in the pan, they cost nothing, and it makes it nicer if you have to go in and change your springs later.
