A set of Dart, Iron Eagle heads will easily fit your budget and make a terrific foundation for future upgrades. JEG's and Summit carry them. The heads alone will get you very close if not there. Combine them with some timing & carburetor adjustments and you'll be there.

Add headers and a true dual exhaust later for another jump in power.

Seems among better performing iron heads are those from EngineQuest ... YMMV ... aamidwest dot com distributes them.

I wouldn't replace the carb. As Lars has noted in his papers and posts, The Q-jet is extremely versatile carb having been mounted on everything from six cylinders to 500 ci Caddy V8's. A great mix of performance and daily drivability. But it will need to be reworked. E.g. I believe your 78 like my 80 has the idle mixture screws plugged to keep you from adjusting them. That's because they were set very lean to lower emissions at idle but cause a horrendous lag when you hit the throttle off idle. Lots of other stuff. But you do need to plan ahead if as the proper set up of the carb will be greatly affected by the compression you end up with.
