I have it figured out - Cruz control box, 2 pc cable. Its a 75 car, but as i have read they didn't start having cruz until 77. This car has been a mystery from day 1.

Man what a cluster - stuffing 50 pounds of crap in sardine can. Haven't turned anything on yet, that day will be soon.

Update - Hooked battery up like Derek said and had issues - like when i hit the turn signal left it would flash and the wipers would come on, Yikes - also the left front running light would stay on all the time. - After spending countless hours trying to track this issue down. I had removed everything in the dash again, including the steering column to see what was going on. I figured it out – The original owner (POS) that installed the new harness had the fuse block on the firewall engine side flipped 180 degree – Yes evidently it can go in 2 ways. We rotated the block 180 deg and bolted it back up and Walla – everything works as it should. Got that monkey off my back. Whew finally. So back to putting everything back together and installing the Motor and trans. So excited
