Default What is this front bracket?

1980 front underside.
What is this bracket? I am trying to put the lower valance/air deflector up in place that has been missing since I got the vette. To me, it looks like the previous owner smacked a curb, but it also looks like it's been modified. Does anybody know what it's suppose to look like? Maybe a picture of the correct position?

My '81 has one of those also.
I use it as a tow hook.
I stiffend it up and modified it so a picture of mine would be useless.

Probably a high curb and it would explain why the air deflector is missing.
