If it does not open with engine vacuum, you have mechanical issues in the mechanical hinge parts.
Note a hand pump will not provide enough capacity, to make the door functional correctly.
This is a GOOD test for the actuator pods when they are still attached to the wiper door assembly. This includes BOTH designs of the vacuum actuator pods. It would be a 'real world' test and if it works...then as stated...you have a vacuum leak or a problem elsewhere.
But...IF you have the long metal tubular first design pod OFF the wiper door assembly and preform this test you can run into problems. Simply due to...the actual amount of 'throw' of the piston of the actuator is LESS than the overall length of the early design actuator pod. So..IF you apply vacuum on it while it is off...you are actually pulling it out past the 'normal' range if its travel area and allow the seal inside the pod to get into areas where it would normally not go. Thus putting the seal in jeopardy of being damaged due to it now making contact with the inner areas of the pod that can be rusty or not as slick as the regular area it has been contacting against.
