I'd pull the FCC apart and remove the float and needle so fuel can free flow. Then, run the FCC return to the old fuel pump return. Also make sure the tank is vented. Between those it should start working correctly. Many people successfully run surge tanks without a float inside so I expect the float is the main problem.
Sorry, missed this bit before. Yes it can. The top and bottom plates both thread into the tank. I used a brass punch in the notches to drive the top plate around (with the fcc mounted in soft Jaws in my vise) until it could be undone by hand. Good info. I have a 75 as the base for my project and a Tanks EFI tank made for the 74 and earlier.
Always looking for ideas.
