its a piece of aluminium (extruded) that is screwed down onto the steel (#3) . Number #2 is a piece of soft rubber that is glued onto it (or should be ) It is shaped to give support to the big area of the urethane bumper cover.
Yours coming loose now ,might be from corrosion (electrolysis) between the different metals or the screws might have come loose .
I don't know if getting it out without removing the cover is possible or not , others here might have done it ?

The opening where you can see the aluminum bracket is maybe about 1 to 1 1/2 inches between the frame rail i don't think it will come out there.
Best solution would be to wire tie it down so it wont rattle around, would be pretty hard to cut it up into smaller pieces.
It was held in place with two bolts i believe.
