Default Body height on frame

I just painted my rocker panels on the 1980 and am wondering on my body height compared to the frame. in the attached pic you can clearly see the frame is lower than my rocker panels, and these are stock panels using the stock holes. a lot of the pics that I have seen is appears that on other cars the rocker panel is lower than the frame. I'm wondering which is supposed to be lower, frame of Rocker panel? The body/rocker panel seem high to me. One of my future projects is to get in there and put in new body mounts as they are the originals

I went back to my pictures before the sidepipes, and this picture here shows the frame being lower. It's been a long time ago maybe 10 years ago that I thought I didn't like the frame showing that much and was one of the reasons I painted it black.

Frames always shows under the rocker. Best bet is to paint it black.
