I have a '71 convertible with A/C. I took mine out and if I remember right, (its been a little while), I accessed it in the wheel well. its high up, but i just used a box end wrench.
Glenn, I ran into the exact same problem with my 72 with A/C. That cover needs to be removed with heat to soften the bonding material, then you will be able to get access to the bolt underneath. I think they used the same stuff they use to bond body panels.
I used a heat gun and a rigid 2" putty knife to gently pry it away but be aware it did take a full minute or two of heat until it became pliable.
