My Rochester carb has 8 digit number (07029207) with a date code of (3061) which doesn't make sense unless
this is a replacement carb. 7029207 is correct for my 1969 car but 3061 indicates build date of Nov. 2, 1971, that and
leading 0 makes me suspect replacement, am I correct?

The SR carbs with a "1" in front are SR carbs built after 1975, and they have unique numbers that do not match the original number they are replacing (for example, a 17054920 is an SR replacement for 7044205, '74 Vette auto trans). Carbs built 1975 and earlier do not have the "1" prefix, and most just have the standard carb number without the "0", so the only way you can tell the SR edition is through the date code (date code does not match the carb number year, like the OP's carb).
