Default C3 wheel issue help

Hi,
I'm new to the forum but need some help with my C3 75. My rear wheel when turned “sticks” at one point when I spin it. It spins freely until that one area. I thought it might be a warped rotor, but the car doesn’t shake when I brake- so another opinion was wheel bearings. I took it to a local garage and they said they didn’t find any issue! So I am at a loss - does this sound familiar to anyone? Any help with a diagnosis is much appreciated!

Emergency brake could be hanging up inside the rotor

The rear wheels won't turn freely when the trailing arms are hanging down with the car jacked up.
The angle is too great on the U-joints.
Jack up the trailing arm and the wheel will turn.
