Default Trailing Arm Bushing Clearance

What is the correct clearance and tolerance between the trailing arm (TR) bushing sleeve and bolt? I purchased both stainless steel (SS) and plain steel (PS) sleeves, but the inside diameters are 0.468 and 0.445 inch, respectively. The bolt outside diameter is 0.437 inch. I installed the SS sleeve in one TR because the PS sleeve cracked while flaring it. The clearances of the SS and PS sleeves are 0.031 and 0.008 inch, respectively. Can I use the SS sleeve TR with the greater clearance? It feels too loose compared to the PS one.

When I did my trailing arm bushings I found that the aftermarket PS ones split every time I tried to flare them.
I ended up going to Chevy dealer and ordering them from the Dealer. They were of a different kind (more malleable maybe?) steel and did not crack while flaring. As far as the clearance I could not say as I did not measure it, just assumed that with GM original part it would be correct.
