Speedo cable end - does it look like this?

69 with 4 speedo. Speedo not working. Should the interior end of the cable be twisted as shown in the pic. The small dia I am talking about

Usually the small square end is consistent for the last 3/4 to 1" of the cable. That one looks a little fubar. Just my $0.02

First, find what caused this binding & resolve that; then replace cable.

IIRC, "square" drive ends should measure about 0.104" across flats.

Has / Is meter seized?

You have part of the speedometer frozen on the end of that cable. Need to replace the cable into a "repaired' speedometer. That worm gear is part of the speedo....
