I have a 69 and the headlights will not open it is like the vacuum is holding them closed. All the actuators relays and hoses are new
. I checked the Willcox web and all the hoses are installed correctly. If I pull down the vacuum override the lights will come up if I manually open them. Also the wiper door will open a little and not shut unless I pinch the yellow hose.

Chuck, if you can lay your hands on a mityvac (they sell for $40-$45 at Harbor freight) they are outstanding at this type of issue. Check out the excellent video from Willcox on diagnosing the frontheadligh vacuum system it is
just excellent.
Don't think that all new parts are good - check then out before you put them in the car - I just returned a defective front headlight relay. With the mityvac and the Willcox video you will be able to pinpoint the trouble very
quickly.
I agree the Mityvac is great for testing these parts. Since I am close to Ecklers I bring it with me and check the new parts right their. You would be surprised at how many parts are bad right out of the box. I also try to stick with the original actuators. Most times I have to replace the witch hat rubber seal and they work fine. The newer actuators use a much heavier spring which requires more vac to open and close properly. Just some stuff I have run into. Get a Mityvac........
