Default high idle.

I am a new vette owner, I picked up an 81 on the cheap and am having some problems w/the idle. Car has 54,000 miles w/new Q jet carb.
when I start the car it wants to idle at 2000 rpm if you kick the throttle it will come down to about 1150 rpm's, I thought that the timing may be horse shi- to I unplugger the 4 wire harness going to the dist, and checked the timing. When I unplugged the harness the idle dropped to about 600 rpm"
the timing was good but when I plugger the harness back the idle went from 600 to 1200 rpm's again. I tried to set the idle down but to no avail ( the screw in not touching anything the throttle plate?}
is this a ignition controll module or is it something else?

there is a adjustment screw on the throttle linkage

Yep backed it out so it dosent even touch

You're screwing the wrong screw. The fast idle screw is on the other side of the carb.
