Good old Massachusetts decided you need to have a functioning windshield washer in order to get a safety stick.
My 78 Anniversary Vett is dam near impossible to get the washer motor out, it is located between the Vacuum can and the Master Brake cylinder .
Took the Vacuum can off and have access to but now the bottle needs to come off to unscrew the motor.

BTW, that's not a vacuum canister. It's the evaporative fuel recovery canister. The vacuum reservoir in a '78 is a structural member running across the car at the front. It moved there (it was previously called the "coffee can") because the "rubber bumper" C3s had to have extra reinforcement up front when the steel bumper went bye bye.
