If you are sure it is frozen, you can try to fix it yourself. Sometimes you may get lucky; try working the pulley with the belt off to get it to spin. It is rare that the bearings are shot. The case of the pump is aluminum and the inner drum is steel. The tolerance inside at the top is very close and there is galvanic reaction with the two metals which "welds" the drum to the case inside.
After you get the pump on your bench, remove the pulley, pull the fan with the gear, remove the back cover of the pump and attempt to press the drum out of the case. I use a 10 ton press and you may bust the case, ruin the front bearing or the drum may bust free.
If you have some time and have a press of know someone with one it won't cost you anything to try.
Pumps after 1975 aren't worth much so another route to take would be to search out a used one that spins and just replace yours.
