Check the vacuum hoses.
Check that the ferrules are nicely seated on the speedometer cables.
Check the electrical plugs for 12V and for corrosion.
Check cable to the actuator.
Check diaphragm movement.
I fall of this fails to show a smoking gun...then the transducer is suspect.
There are tow copper clutches inside.....they DO wear out.
