Ok you guys cut me some slack here/only had the car about a month. Anyway I've searched here and seen dozens of threads about speedo issues and lubricating the speedometer cable. What I haven't seen is a definitive answer to this question:
If I come to a complete stop and my speedometer reads 30 mph, does that definitively mean it's the gauge and not the cable? The speedometer seems to be fairly accurate at highway speed, just doesn't go to zero at full stop. You can leave it in garage a few days, then go look and it will have returned to zero.
Its the gauge. The cable isnt moving when you are stopped. The head of the speedometer may have old grease preventing it form easily returning to zero.

Yeah that's kinda what I figured, just wanted to make sure. So how hard is it to get at the gauge? Thanks in advance for the tips!!!
When I replaced the tacho in my '74, i had to remove in this order:
- all the windshield trims
- upper dash pad (cracked during removal )
- center console
- lowered the steering column
- driver dashboard
