78 gauge cluster

I am just getting back to work on the 78 after my surgery I pulled the gauge panel to check all the bulbs to make sure they worked and found this. The space under the fasten seat belt was missing the bulb and retainer. What does this spot indicate when the printed circuit is plugged in? The red label on the other side is blank. Thanks

That space is unused from '78 - '80.

It's for the CEL in 81 and 82.
