That is the heater control valve. When the air conditioner/heater temperature lever is indexed to the coolest position the valve (in the picture above) shuts off the flow of hot water to the heater core. Not really non-A/C cars don't have this valve.

I am just cleaning up the engine bay and trying to eliminate things that aren’t necessary. When I get done this will be one of those cars driven on occasion 10 miles or so not in the rain not at night in other words not a hot rod per se but kind of just a basic Corvette but no pzzzaz thanks

You should replace that control valve. It could have failed in either OPEN or CLOSED mode. Or it could still be working! But, after 40+ years, the odds of that are pretty low.
You want that part to be operational so that the hot water to the heater will be closed off when using A/C....and so heat will flow when the heater is called into action.
