The parking brake and the transmission park are independent of each other. Parking brake won't work with a broken cable, but the auto trans park should still work.
If your transmission is REALLY in park mode (the shift cable could be your problem, too), then the parking pawl is likely broken inside the transmission. When you shift it into PARK, there is a metal pin that locks into place inside the trans to create a mechanical 'lock' so that nothing can rotate. It is a sturdy pin, but it can be sheared off if the shifter is put into PARK position when the vehicle is moving. If that did not happen, you probably have a problem with your shift linkage cable.
76’ C3 still rolls when in park. I have replaced the calipers, but noticed the parking brake cable is broken. Is this why it still rolls when in park?
Bad shift cable on an 86 recently allowed it to move when in park. You could move vehicle and in it's case a clicking sound was heard. I replaced with only cable I could find ( cheap chinesee) . Cable left a lot to be desired, but fixed problem and not locked when in park.
Check at tranny to see if fully engaged into park. This one was about a 1/4 inch out from clicking into park.
There wasn't enough adjustment available so bee cable was required.
A couple of questions..... does your car have a manual or automatic transmission? What is the background/history of this particular problem?
it’s an auto. I’m not sure of the background in the car in it’s entirety. I just bought it from a teenager last summer. Been restoring it a little at a time. Runs and drives great. I know the cable and bracket are about shot, so I may try replacing the cable and bracket to see if that fixes it.
Just get underneath the car and watch while someone else shifts the trans into different ranges. If you see the cable buckle and NOT move the shift lever, there's your problem.

I put the 86 in park then got under it to see where transmission lever was. It was not fully into park in this case. There is some adjustment available on the 86 at least. Hold lever while removing cable from it. Will lever go further into park now ??
