you need to take off the float bowl and see how bad the inside of the bowl is before sending it anywhere. 3 years of the fuel turning to goo need to be cleaned out of there. IF you have minimal mechanical skills you can do it, if not be prepared for the bill. Holley carbs can be taken apart and put back together by a monkey

My 69' tri power (which starts and runs fine) seems to be leaking fuel in the manifold valley between the center and front carb. Appears to be coming from the base of the center?
I've ordered a rebuild kit and going to give it a go.
I'm hoping I'm smarter than a monkey!

The center carb has the fuel metering block. It has a gasket front and rear and 4 bolts with seals holding the bowl on. Plus the 4 screws holding the accelerator pump assembly on . It could be one of these 8 fasteners are loose or one of the 3 gaskets and 4 seals are leaking. If your float or needle valve sticks open you can get fuel leaking out the vent on the top of the center float bowl as well but you can spot that with the air cleaner off easily.

I had the air cleaner off and it wasn't coming out of the top.

If it was running poorly and the leaks didnt stop with the gaskets, I would suggest planing the body and replacing the metering block but a leak alone would be just dried or torn gaskets as mentioned above. You will be fine.
These carbs used a less than quality aluminum that has a lower melting point so they are prone to warping. All my bodies and bases have been planed with signicant performance improvements and fitting without leaks
