I believe the lever that is hanging free in the foreground of the pic connects to the thermostatic choke coil mounted on the manifold.

I have an edelbrock performer manifold and i believe it have the indent for that component.
I currently have headers, will that be a problem?
Also i currently have an elec choke, I assume this type (oem) is as good or not better? Thanks

First, Rochester does not have a 17029202 carb number. The '69 carb number should be 7029202.
The 7029202 is a 4MV carb, which means it's a divorced choke. The choke is contained in the carb, but the choke coil for actuating the choke is "divorced" from the carb and is part of the intake manifold. The correct 7029202 carb should look like this.
