Are you sitting in the seat when you try to move it, or just trying to move it by hand? The tracks/***** could be pretty well rusted so that you need some UMPH to get the seat moving. Sit in the seat, move the lever to release the catch, and use your body mass to force it forward/backward as needed. If it still wont move, remove the 4 retaining bolts (if you can get at them...pretty difficult if you can't move the seat) and take seat out of the car. Turn it over and see what's going on. Remove tracks from seat and soak, clean, re-lube as needed.

I’ll try all of that this weekend! I can’t really go anywhere because I can’t store the tops in the back cause I can’t move the seats! Weather in NC is always changing!

I'm lost. The seat backs fold and should allow you access to the rear storage area. That said, you can hop in and go where ever you want with the tops on.

rhe seat backs aren’t moving either.
and with the tops on it just gets way to hot inside.
Take the seats out, and remove the gum wrappers, coins, Jack in the Box fries, hair, kitten toys, baby wipes, sand from the beach, kleenex,etc.
Clean the tracks, and see if a wire is broken/stretched.
My 75 doesn’t have a crossover wire/cable between the seat rails. The locking mechanism is only on the side with the lever. The 1979 seats I just installed were the same way.
get under the floorpans and WD40 up the 8 bolts that hold the 2 seats in. that will also give you an idea where they are looking down at the seats. also spray WD down the seat tracks from in front.

You will probably need to remove the seats to fix the problem. WD-40 has its uses, but its not a true penetrating oil. PB Blaster is much more effective. Many consider Kroil to be the best. Its an industrial penetrating oil. Its a lot more money than WD-40 and not available at every corner store. A 10 ounce aerosol can will set you back close to 20 bucks, but it really works! Amazon is one place to buy it. Check out the manufacturers web site: http://www.kanolabs.com/ Guys that restore antique cars swear by it.
But it's what everybody has and it'll free up the two seats enough that he can slide em Forward take out the back bolts slide em back take out the front bolts and pull the seats then you can get some spray white lithium or whatever his choice is and free them up good.
