Once you get the door/vacuum actuator out, you can test it on your bench. Remember to ensure the rubber seal is intact, that allows the door to have a good seal. Was the seal on the kick panel door OK? Mine was gone/rotted away.

im going to do a quick fix by splicing the hose and then fix in the fall after it cools off. I just don’t do well in 100+ temperatures anymore
Well crud. The actuator is bad surprise surprise. So out comes wiper door stuff and old actuator. Now to wait on the part which is coming out of Texas. I guess I’ll entertain myself by cleaning up the cowl area and get it ready to replace
