Default High beam switch

My 68 has a pedal over the typical round switch that operates the high beams. Both are under the carpet. Typically I’ve seen only the round high beam switch exists thru the carpet.
Is the pedal and switch combo supposed to be under the carpet?

Thanks, the old carpet had a hole in it near the pedal and I needed confirmation it was just a hole and not something related to the pedal.

The pedal is not part of the switch; it installs on top of the switch.

Later (72 at least) had a pad added on the carpet in that area to "prevent" wearing through on the switch, not sure about the earlier though

Thanks for info and pic. Pretty sure I’m replacing the original carpet, and neither the old or new has that pad. The carpet is molded to go over the pedal/switch, hence I don’t see a problem with the install.
