Looks like the finish just failed, since it's all over I'll guess years of UV (and possible water) exposure rather than wear. Not a huge issue, that "wood" insert is just stuck onto the plate and replacements are available at most any vette vendor for very reasonable cost. Maybe not quite as good as the original (I had to file and fit mine so it say correctly)

Good change to clean up the rest of the plate as well
The console wood applique came with the optional deluxe interior package. It was keyed to match the door panels. You could also get these from the aftermarket providers.
