If you have a 68 the rim on a stock 69 and later 8 inch rally may be within a 1/16" to an 1/8" to the emergency brake cable guide. With the shallower back space the later aluminum rims would be further out as well as the tire from the spring
The information appears to be wrong, but you cut off the column names so it's hard to say with 100% certainty.
A wheel is always considered 1" wider overall than it's specified width. This means a 8" wheel is considered 9" wide overall, measuring from outside of bead flange to outside of bead flange. This is the width used for specifying the wheel dimensions, regardless of what the wheel really measures.
Backspacing is always the measurement from the assumed outside of the rear bead flange to the hub mounting surface. A 8" wide wheel will be centered on the hub if it has 4.5" of backspacing.
Offset is how much the hub mounting face is actually moved from center. Negative is inwards and positive is outwards. Moving the hub surface inwards by 13mm (1/2") means the backspacing would be reduced to 4".
So a 8" wide wheel with 3.5" backspacing would have about -25mm offset or a 8" wide wheel with -13mm offset would have a 4" backspacing.
The author of that table appears to have forgotten to add the standard 1" extra width to the wheel dimension when converting between the backspacing and offset.

They are wrong. Add 1/2" too their backspacing numbers to fix it.
