That's a "low arch" spring so they are fairly flat when resting (compared to the stock steel spring or a "regular" glass one) and when lifted, the TA hangs down far enough to take the pressure off

And then with the car on the ground
If you have that bolt loose when the car is on the ground then something is really screwed up with the shocks or something that is holding the car up instead of the spring

Yeah pretty much, make sure you use new nylock nuts or that there is a cotter pin in the bottom of the bolt.
Once it's on the ground with a tank of fuel you can adjust it, putting the nut on farther raises the car
