Rack and pinion uses higher pressure pumps , 500 psi more.
You were told in the C4 forum you need a C4 pump for a C4 suspension used in a 63 Ford truck.

I ran the stock '69 Saginaw pump with the R&P on the C4 suspension under my car for several years. Operated just fine. The only mod to my pump was a different (larger) orifice fitting at the pump outlet that I put in decades ago when I still had the stock C3 suspension. The stock orifice was so damn small that the fluid flow was overly restricted, making it damn hard to turn the steering wheel quickly during autocrossing. A very helpful competitor (Bill, RIP) gave me the solution to the slow steering response problem.
I eventually replaced the stock heavy Saginaw pump with a later model aluminum Type II pump for weight reduction reasons.
