Default 1969 non a/c heater vent install question

I am re-assembling my dash (finally) and have a question about the heater vents. This is a non a/c car.
The slender piece is what I'm asking about. Curious if I have it located in the right spot and what attaches to the two clips at the top? Guessing the center gauge frame?
Any help appreciated.

Yours looks a bit different than mine (69 non A/C). Looks like it has been cut? The two clips go the outlet.

I never knew the car offered air from above the center gauge cluster.

one other question if you know:
did you route the vacuum lines to the console from behind the lower vent box or just route them from the top?

May be the following pics are of any help.
But cant remember for sure (14 years ago), whether this is correct (found no clear picture in the AIM).
Others might chime in :-)

There should be a short machine like screw fastening the ducting to the heater housing . When installing the center bezel . tie a string to the front of the ducting to snake the ducting though bezel below the "Corvette" plate below your windshield wiper switch. The duct blows air down towards the gear stick ....... nice on a cold day !
