If the level in the radiator when cold is more than about a 1/2" down the recovery process is not working or you have a leak.
The only thing preventing the recovery cycle from working is a leaking radiator cap.
You should pressure test the cooling system and radiator cap to find the cause of the problem.

If your radiator is low it may take a few cycles to completely fill system and you will see this as a drop in cold recovery tank level.
Keep topping system as described below, or just keep adding to recovery tank. It should stabilize pretty quick.
If not, look for leaks. Watch oil for milky look or oil fill cap for moisture, that’s worst case. Use a mirror or borescope to look close at water pump weep hole on bottom under pulley shaft. Or intake gasket, head gasket leaks.
A lot of times you can smell small leaks easier than visually finding them, can you smell coolant after shutdown when it’s hot?
Make sure rubber gaskets on cap and hose to recovery tank are perfect.
