If you really want to, but that is supposed to connect to a cable that connects to your shifter for the reverse / shifter lock

Most people either install the cable or wire the lever in the unlocked position.

if you cut it off and it moves, you will not be able to start the car. or grab it and move it back cuz it is not there.

after the column is in just take a hunk of wire and tie it off. can’t even see it. you’ll hate yourself one day if you cut it off

Agreed. Do not cut it. Wire it into place or it will move and you'll be screwed.

Does the car still utilize the column ignition?
If it does, and you cut this bracket off instead of wiring it in the up position, vibration will rotate it downwards. Then the ignition will tumbler will not rotate to the start position.
If the car is completely built for off road and uses a remote start button or different type of ignition, then this part will not matter.

It's a *****-out racer. No ignition key. Just a kill switch and a starter button on the dash.
