It's not the lever. You need to pull off the cover over the spring. Yours should look like one of these two below.
Here are two coils. but they are obviously wound in different directions. One is clockwise and one counter clockwise.
IIRC these springs get longer when hot, so they would tend to unwind in different directions.
The top one should unwind counter-clockwise, pushing the rod up.
I am pretty sure you need the second one. That should heat up and unwind clockwise, pulling the rod down.
BTW I found both of these on EBAY and they both say they are correct for a Holley & LT-1, Bah! One is, one isn't.
