Difference between rust and R_U_S_T?

While crawling under my car today (see post re: rear bumper replacement) I closely examined the frame. Frame is "flaky" with superficial surface rust. I can scrape it off with a screwdriver and feel solid metal.

Can someone detail how much rust is too much rust? How can one tell if their frame is "rusted out"?

If it is pitted I'd worry, if it is just surface I wouldn't. You should paint it anyway, just because.

Thanks. No holes to be jabbed, just flakes here and there. I imagine without treatment, the flakes can turn into holes. I'll have it blasted, primered and undercoated when it goes in for paint.
