The big cylinder is the turn signal flasher, the green guy is the headlight buzzer, but what is the small cylinder?

Yes 76, 2x pink and a black. I double checked the pinks, they are both just plain pink (no pink with a stripe.) Pink is the key-on 12v that all kinds of stuff is connected to and I assume black is a ground, but I don't know what this is and I could not find it on the wiring diagram I have. All the cylinder says is "Made in USA."

Probably hazard flasher. On the 69’s there’s 2 flashers. One under passenger dash for turn signal and then one mounted in the fuse block for the hazards as they work independently I assume they changed fuse blocks and moved the flasher.

Good guess, but the hazard flasher is on the fuse box in 76 as well.

77 has a courtesy light timer that sits between the speedo and tach that looks similar to that. Not aware of the 76 having it.

Not a courtesy light timer, but you made me think in the right direction. A 76 has no push button on the dash for the seat belts like an earlier C3 has - it's the "Fasten Seat Belts" light timer.
